Font Size
Font Bold (0 = off, 1 = on)
Font Type (character set, 1 = default)
Font Position Offset X
Font Position Offset Y

Is that, 'japanese.ttf;', the actual name of the font as listed in Windows? You'll need to enter the exact font name (not the filename, but the actual font title), it needs to be properly installed on your system, and make sure the character code is only a compatible number. If all of those conditions aren't met, then the game will generally default to a standard font.
From there, the related text files (ie text.dat, itemdata.dat, systemdata.dat, etc) associated with the game will need to apply the translated text as desired and use the characters specified in the custom font file.

It is a right "ume-pgc4" name
I use a ume-pgc4
but
However, there is no Japanese that is displayed
I test it using various FONT、But it is not displayed
Setfont.exe
the fourth line not funny?

Make sure you place the custom font file in the correct folder, make sure it is named setfont.txt, not setfont.exe, and make sure the correct title is used for a correctly installed font. Sounds like one or more conditions are not being met if you can't get other installed fonts on your system to work. So I'd recommend checking these steps next.

If you e-mail me the font file (to the address at starwraith.com > contact), I'll take a look. But if you can't get any other font to work either, then it's a sign something is wrong with either the file placement or values in the file itself.

Thanks for sending the files. Looks like you've been trying to test just a few characters with the text files? Only a few characters have been changed in those with the rest being in English.
Also, the font you specify in the setfont file doesn't appear to match any of the fonts you included in the zip. The 'ume-tgc5' file is font name 'Ume Gothic C5', not the filename you specified in the setfont.txt file. So that mismatch can result in failing to load the font file. Once things are properly named in your file, it should then load.

Have you ever gone to a Japanese website and been asked in a pop-up for permission allowing the site to DL the font needed to display the site's text?

I did some further testing tonight and confirmed your results under various conditions. I'll be digging into this more tomorrow and will try to follow up with you either here or in e-mail with additional information if I can determine a work-around/solution.
